Early Morning Tallis and Tefillin

The late sunrise affects the earliest time to make a beracha on tallis and tefillin. Note the effect of Daylight Time in March. Rav Moshe Feinstein rules that tallis and tefillin may be put on earlier (tallis any time, tefillin 72 minutes, or – when absolutely necessary – 90 minutes before sunrise), but a beracha may be made no earlier than 35-40 minutes before sunrise. This time can shift daily, but for quick reference we provide these listings based on 35 minutes.
